Based on the positive results from the first phase of the program to welcome international tourists, the Ministry of Culture, Sports and Tourism proposes to completely open up international tourism activities, welcome international tourists to come to Vietnam, bringing foreign tourists through all international border gates from May 1st
Sharing at the meeting, the representative of this unit said that May 1st is the right time to begin to attract international tourists. The slower implementation of the above time will reduce the attractiveness international tourists of Vietnam’s tourism. The main reason is that many countries in the region are also preparing to issue plans to reopen and restore international tourism.
On the other hand, from now until May 1st is also enough time for relevant ministries and branches to adjust regulations and issue implementation guidelines, tourism businesses to complete and deploy communication plans, promotion, advertising, market connection. The opening from May 1st creates a premise to prepare for the peak of international arrivals (from October last year to April next year).

The Ministry of Culture, Sports and Tourism also offers plans to welcome international tourists. Accordingly, visitors must have received a full dose of recognized Covid-19 vaccine at least 14 days before entry or have a certificate of recovery from Covid-19 within a period of no more than 6 months by the time of entry.
International travelers also need a certificate of RT-PCR test negative for Covid-19 within 72 hours prior to entry. Another important requirement is that visitors are required to purchase health insurance that covers at least $50,000 for Covid-19 treatment.
Tourist businesses that meet the conditions prescribed by current law are allowed to participate in welcoming international guests.

Regarding immigration policy, the Ministry of Culture, Sports and Tourism proposes to allow international tourists to be welcomed at all border gates according to regulations. Immigration regulations that were in effect before 2020 will be re-applied. In addition, a number of policies will be proposed to enhance destination competition and attract international tourists.
